67.1 National Parliament  
  By this Charter, a national parliament is recognized as the institution with the power to enact just laws of a member state on behalf of its citizens.  
  While a member state may have laws by which the Executive Government operate, only a state with a democratic elected parliament can be said to have laws which truly represent the will of the people of that member state.
